Navy Implementation of DoD Priorities for Childcare and Supplanting Policy Letter

This policy provides Navy CYPs with operational guidance to support the updated DoD Priority requirements to include supplanting requirements. As military families will be afforded priority access, installations that have an unmet need for care will be required to supplant lower priority families to offer a space to higher priority families. Children enrolled in Family Child Care and Military Child Care in Your Neighborhood (MCCYN) Fee Assistance are not subject to supplanting. UPDATE 12.20.2023: Correction was made on Enclosure 1, page 3, CYP Staff Priority: Removed "full-time and part-time" reference. UPDATE 1.23.2024: Clarification was made on Enclosure 1, page 13, to clarify that final supplanting lists must be submitted to CNIC, regardless of the number of children supplanted.
